1. The GOI have amended the CCS(CCA) Rules 1965 thro' a Gazette Notification dated 16.07.09. which can be accessed here The Military Officers are appointed as Appointing Authority, Disciplinary Authority and Appellate Authrities in respect of Civilian employees upto Group B level, in a select military establishments su h as IMA,NDA etc.
2. But why the other similar establishments like AFA, Naval Academy and other important training institutions are not included in this amendment is not known. May be that happens a little later.
