POST VI CPC - STATUS ON ACP/PROMOTION POLICY OF PBORs

Dear Veteran,
This organization has taken up the case of Inadequate promotion among the PBORs (Personnel below Officer Rank), Assured Career Progression Scheme (ACP Scheme) among the ranks up to Havildar and additional conditions imposed on the Post-Retirement Canteen Benefits of PBORs with the Integrated HQs of MOD (Army), Ministry of Defence, New Delhi vide our letter no. IESL/13/2009 Dt. 18 May, 2009. Copy of the letter of response by the Addl. Dte. Gen. Pers. Services Adjutant General's Branch is copied below for the information of PBORs:-

POST SIXTH CENTRAL PAY COMMISSION DEMANDS

1. Ref your letter No. IESL/13/2009 dt. 18 May, 2009.
2. The following are clarified for your info please :-

(a) Inadequate Promotion among the PBOR. A study for cadre review is under way which would address the issue.

(b) Assured Career Progression Scheme (ACP Scheme). Instructions for implementation of ACP are under preparation and will be issued shortly.

3. The above are the issues being progressed by PS Directorate.

I am pbor and taken vrs in Nov 2006.It is said that benefit of doubt is given to client.but why benefit of delay is not given to ex servicemen who retired after Jan 2006. everything is announced on the name of 6th pay then why ACP is w.e.f 01 Sep 2008 why not from 01.01.2006.ACP should be from Jan 2006.This case must be taken up with higher level.

  2. WHEN ASSURED CARRIER PROGRESSION SCHEME FOR PBOR RANK IN INDIAN AIR FORCE WILL BE IMPEMENTED?
    AND WHAT WILL BE THE DATE OF EFFECT ?
    IS IT 01 SEP, 2008. IAM A SERGEANT OF 26 AND HALF YEARS OF SERVICE IN THE INSTRUMENT TRADE. PLEASE REPLY AT THE EARLIEST . MY E MAIL ID IS

  3. December is passed but no instructions have been issued regarding ACP for PBORS. How much time will be taken for implimentaion. I think they are not in the view of giving it as Air Force is running very criticised promotion policy for PBORs. that is selection based. However Air force officers are enjyoing time based promotion policy which was earlier selection base but officers has taken the advantage of the PBORS promotion policy (earlier) They have thrown this policy on the head of PBORS. for that Air Force Senior SGts are doing Gaurd Duty with Rifles.Ary and Navy' Sgt equivlants are laughing on Air Force Polict Which Gives Gaurd Duties to a 30 year of service SGT.

    Can u please let us know when is the ACP scheme for Petty Officer's and above is being implemented for Indian Navy sailors. Iam left with around 20 months of qualifying service left in the rank and what will be the criteria for ACP scheme

  5. WHEN ACP SCHEME FOR PBOR RANK IN INDIAN AIR FORCE WILL BE IMPLEMENTED?
    AND WEHAT WILL BE THE EFFECTIVE DATE?
    WHY DOES THE OFFICERS ARE GIVEN HIGH PRIORITY THAN SERGEANT WHEN WILL THE SERGEANTS GET JUSTICE?

It has been observed that, The status of JCOS.NCOS,and soldiers are declining rapidly in Indian armed forces,recently Assistants in AFHQ services are placed in the grade pay of 4600,which is equal to a subedar,where as till 6th pay commission,their pay scales are below that of a Nb sub.It is a known but descreetly neglected fact that all JCOs in Indian army are group B gazetted officers, and by placing an Asst, which is a non gazetted civilian post above that of a JCO in Indian army,the MOD and Govt of india again proved that they considered the so called "PBOR" as entities with brawns but no brains.And It is a pity that the Officer cadre who are supposed to look after the welfare and morale of men under their command hardly paid any attention.It is quite unbecoming of our officer cadre that they have reversed the concept of leader ship as that the welfare of the country and men comes last and our own welfare and comfort comes first always and every where.
